Proje finansmanında trafik kazası soyut bir güvenlik meselesi değil, ölçülebilir bir operasyonel ve itibar riskidir; ücretli yol imtiyazlarında kaza oranı, işletmecinin bakım ve güvenlik yükümlülüklerini yerine getirip getirmediğinin bir göstergesi olarak sözleşmeye performans metriği biçiminde girer. English Definition
An event occurring on the road network that causes loss of life, injury or property damage and bears directly on the operator's liability and insurance structure. In project finance a road traffic accident is not an abstract safety matter but a measurable operational and reputational risk; on toll road concessions the accident rate enters the contract as a performance metric, serving as an indicator of whether the operator has met its maintenance and safety obligations. How accident liability is shared between operator and public authority is a decisive component of the insurance premium and therefore of the operating cost.
