Telekom altyapısı finansmanında roaming, projeksiyonun içine giren fakat düzenleyici müdahaleye açık bir gelir kalemidir; roaming ücret tavanlarına yönelik düzenleyici baskı, özellikle sınır ötesi ve bölgesel şebeke projelerinde gelir modelinin en kırılgan varsayımını oluşturur. English Definition
The arrangement by which a mobile subscriber receives service over another operator's network outside its own coverage area, billed through an inter-operator settlement charge. In telecom infrastructure finance roaming is a revenue line that enters the projection yet remains exposed to regulatory intervention; regulatory pressure on roaming price caps forms the most fragile assumption in the revenue model, particularly on cross-border and regional network projects. Lenders therefore commonly assess roaming revenue with discounted models or with a stress test that excludes the line from the base case.
