Bir projenin, teknolojinin ya da hizmetin aşamalı ve planlı biçimde devreye alınmasını, çoğu zaman pilot bir uygulamadan tam ölçekli yayılıma doğru ilerleyen bir programı ifade eder. Proje finansmanında özellikle çok-varlıklı portföylerde — dağıtık güneş, telekom baz istasyonu ya da şarj altyapısı gibi — roll-out planı, sermayenin çekiş takvimini ve borç servisinin başlangıcını doğrudan belirler. Kritik gözlem şudur ki finansman yapısı roll-out hızına duyarlıdır; her varlığın gelir üretmeye başlaması gecikirse, taahhüt edilmiş ama çekilmemiş sermaye üzerindeki taahhüt ücreti (commitment fee) beklenmedik bir maliyet kalemine dönüşür.
English Definition
The phased and planned deployment of a project, technology or service, often a program advancing from a pilot toward full-scale diffusion. In project finance, and especially in multi-asset portfolios — distributed solar, telecom base stations or charging infrastructure — the roll-out plan directly determines the drawdown schedule of capital and the commencement of debt service. The critical observation is that the financing structure is sensitive to the pace of roll-out; if each asset is slow to begin generating revenue, the commitment fee on committed but undrawn capital becomes an unforeseen cost item.
