English Definition
A planning or issuance framework that, rather than being fixed to a single end date, is continually refreshed by adding a further period as each one closes — a rolling budget and a medium-term note programme being two typical forms. In an issuance context it lets a borrower draw successive tranches under one umbrella of documentation without preparing a fresh prospectus each time. Across a project portfolio, a rolling capital-expenditure plan carries maintenance reserves and replacement investment within the same continuous frame, improving cash-flow predictability.
