Though truncated, the term points to Russia's former federal administrative body charged with overseeing insolvency and financial-recovery proceedings; conducting bankruptcy cases, supervising arbitration managers and handling the financial rehabilitation of debtor companies fell within its remit. As a jurisdiction-specific regulator, its functions were restructured over time and transferred to other agencies. In project finance the actual functioning of such a domestic insolvency authority directly determines the jurisdiction risk a cross-border lender bears on security enforcement and the ranking of creditors, and the gap between the regime on paper and its practice is often the unseen component of the risk premium.
