Sanayi, enerji ve çevre altyapısı projelerinde bu grubun bulguları çoğu zaman salt teknik değil, finansal sonuç doğurur. Proje finansmanında bağımsız bir güvenlik inceleme mekanizmasının varlığı, kredi verenin teknik danışmanının (lender's technical advisor) raporlarını besler ve tesisin sigortalanabilirliği ile devam eden kredi taahhütlerine uyumu doğrudan etkiler.
English Definition
An expert committee that independently reviews the design, operation, and maintenance of complex, high-hazard facilities, identifying safety gaps and recommending corrective measures. In industrial, energy, and environmental-infrastructure projects the group's findings frequently carry not merely technical but financial consequences. In project finance the presence of an independent safety-review mechanism feeds the lender's technical advisor's reports and bears directly on the facility's insurability and on compliance with ongoing loan covenants.
