Kapalı zarf, teklif sürecinin bütünlüğünü ve isteklilere eşit muameleyi korumayı amaçlar; erken açılma ya da bilgi sızması, sürecin iptaline ve itiraz süreçlerine yol açabilir. Proje tedarikinde bu yöntem yalnızca fiyatı değil, teknik uygunluğu ve sözleşme koşullarına uyumu da değerlendirdiği için, tekliflerin çoğu zaman iki zarf — teknik ve mali — halinde ayrıştırılarak sunulması istenir.
English Definition
A formal procurement or sale process in which bidders submit offers confidentially by a set deadline, the tenders being opened together only after that moment — the dominant form of public procurement and large-scale supply tenders. The sealed process aims to preserve the integrity of the tender and equal treatment of bidders; premature opening or leakage of information can lead to cancellation and challenge proceedings. In project procurement, because the method evaluates not only price but technical conformity and compliance with contract terms, bids are frequently required in two envelopes — technical and financial — assessed in sequence.
