English Definition
The handover of a responsibility, phase, or stage of operation from one party to another without disruption of activity; in capital-intensive projects its most critical instance is the passage from construction to operation, from the EPC contractor to the O&M operator. A smooth handover does not happen of itself; it depends on concrete steps — closing the punch list, transferring warranty obligations, delivering spare parts and documentation, and completing performance tests. A gap at the moment of transfer — an operating team not ready to take over, say — delays the commercial operation date and thereby feeds directly into debt service and warranty windows.
