Yatırım evreni tüzüğüyle belirli bir sektörle sınırlandırılmış fondur; sektör fonuyla örtüşmekle birlikte, çoğu zaman bir politika ya da kalkınma amacı taşıyan, mandası daha sıkı tanımlanmış yapılara işaret eder. Kalkınma finansmanında bu fonlar, ticari sermayenin yeterince akmadığı bir sektöre — yenilenebilir enerji, tarımsal işleme, çevre altyapısı — yoğunlaşarak katalitik bir işlev görür. Böyle bir fonun performansı yalnızca finansal getiriyle değil, mandada tanımlanmış etki hedefleriyle de ölçüldüğünden, yönetim ücreti ve taşınan faiz (carried interest) yapısı çoğu zaman bu ikili amacı yansıtacak biçimde kurgulanır.
English Definition
A fund whose investment universe is restricted by its charter to a defined sector; while it overlaps with a sector fund, it usually denotes a more tightly mandated structure often carrying a policy or development purpose. In development finance such funds play a catalytic role by concentrating on a sector where commercial capital does not flow sufficiently, such as renewable energy, agricultural processing or environmental infrastructure. Because the performance of such a fund is measured not only by financial return but also by the impact targets defined in its mandate, the management-fee and carried-interest structure is often designed to reflect this dual purpose.
