Bir finansman kuruluşunun ya da yatırımcının belirli bir sektöre yönelik yatırım önceliklerini, risk iştahını ve kaynak tahsisini tanımlayan çerçeve belgedir. Kalkınma bankalarında bu belge, sektörün mevcut sorunlarını, reform ihtiyaçlarını ve kurumun katma değer sağlayacağı müdahale noktalarını sistematik biçimde ortaya koyar. Uygulamada sektörel stratejinin bağlayıcı gücü, bireysel bir projenin onay sürecinde açığa çıkar: strateji belgesiyle uyum çoğu zaman yatırım komitesi önüne getirilmenin örtük bir ön koşuludur ve stratejiyle çelişen bir işlem, finansal olarak sağlam olsa dahi kurumsal gerekçelendirmede ek bir eşiği aşmak zorunda kalır.
English Definition
A framework document defining a financing institution's or investor's investment priorities, risk appetite and resource allocation for a specific sector. In development banks this document systematically sets out the sector's current problems, reform needs and the points of intervention where the institution can add value. In practice the binding force of a sectoral strategy surfaces in the approval of an individual project: alignment with the strategy is often an implicit precondition for reaching the investment committee, and a transaction at odds with the strategy must clear an additional threshold of institutional justification even if it is financially sound.
