Faaliyetini sürdürmek için gereken kaynağı kendi içinden üretecek, dışarıdan sürekli girdiye ihtiyaç duymayacak biçimde tasarlanmış bir yapı; finansal bağlamda ise gelirlerinin işletme, bakım ve yenileme maliyetlerini eksiksiz karşıladığı bir maliyet-geri kazanım (cost recovery) düzenidir. Altyapı projelerinde bu kavram, tarifenin tam maliyeti yansıtıp yansıtmadığı sorusuyla iç içedir; siyaseten baskılanmış bir tarife, sistemi kâğıt üzerinde kendine yeter gösterse de gerçekte örtük bir kamu sübvansiyonuna bağımlı bırakır. Kredi verenler bu nedenle tarife ayarlama mekanizmasının sözleşmesel güvencesini, sistemin gerçek öz-yeterliliğinin ön koşulu sayar.
English Definition
A structure designed to generate from within the resources needed to sustain its operation, requiring no continuing external input; in financial terms, a cost-recovery regime whose revenues fully cover operating, maintenance and renewal costs. In infrastructure projects the concept is bound up with whether the tariff reflects full cost; a politically suppressed tariff can make a system look self-sustaining on paper while leaving it dependent in reality on an implicit public subsidy. Lenders therefore treat the contractual security of the tariff-adjustment mechanism as a precondition for the system's genuine self-sufficiency.
