Senyoraj, devletin örtük bir finansman kaynağıdır ve aşırıya kaçtığında enflasyon yoluyla bir tür vergiye dönüşür. Proje finansmanı açısından senyorajın önemi doğrudan değil dolaylıdır: senyoraja aşırı bağımlı bir kamu maliyesi, para değerinde istikrarsızlığın habercisidir ve bu istikrarsızlık, yerel para geliriyle döviz borcu servis eden projeler için kur riskinin ve dolayısıyla finansman maliyetinin temel sürücüsü haline gelir.
English Definition
The revenue an authority with the power to issue money earns from the gap between the face value of money and its cost of production; in the modern sense, the net gain a central bank derives from the interest-bearing assets it acquires against the currency it issues. Seigniorage is an implicit source of government financing and, when pushed too far, becomes a form of tax through inflation. For project finance its relevance is indirect rather than direct: a public finance overly dependent on seigniorage foretells instability in the value of money, and that instability becomes a principal driver of currency risk — and therefore of financing cost — for projects servicing hard-currency debt from local-currency revenue.
