Kullanılabilirlik esaslı PPP projelerinde hizmet bedeli gelir yapısının çekirdeğini oluşturur; ödeme, talebe değil tesisin sözleşmede tanımlanan standartta hizmete hazır tutulmasına bağlandığından, performans kesintileri doğrudan bu bedelden indirilir ve projenin borç servis kapasitesini belirleyen asıl değişken hâline gelir.
English Definition
A charge levied for the provision of a service, carrying neither an interest nor a principal character; it appears as an account-maintenance fee in banking, as the pass-through of common-area costs in real estate, and as a periodic payment for services rendered in infrastructure. In availability-based PPP projects the service charge forms the core of the revenue structure. Because payment turns not on demand but on keeping the facility available to a contractually defined standard, performance deductions are taken directly from this charge, making it the variable that ultimately governs the project's debt service capacity.
