Bir tesisin işletiminde soğutma, temizlik, proses ve yangın söndürme gibi amaçlarla kullanılan, içme suyu standardında olması gerekmeyen sudur. Su-yoğun projelerde — veri merkezleri, termik santraller, ağır sanayi tesisleri — servis suyunun temini basit bir işletme kalemi değil, projenin fizibilitesini belirleyen bir kaynak riskidir; su tahsis hakkının süresi, miktarı ve önceliği çoğu zaman bir su temin sözleşmesiyle güvenceye alınmadan kredi verenler finansmana yanaşmaz. Nitekim kuraklık ya da rekabet hâlindeki kullanım talepleri altında su tahsisinin geri çekilebilir olması, birçok yargı bölgesinde teknik risklerin önüne geçen bir izin riskidir.
English Definition
Water used in the operation of a facility for cooling, cleaning, process, and fire-suppression purposes, which need not meet potable standards. In water-intensive projects — data centres, thermal power plants, heavy industry — securing service water is not a mere operating item but a resource risk that governs project feasibility; lenders will rarely advance financing unless the duration, quantity, and priority of the water allocation right are secured through a supply agreement. Indeed, the revocability of a water allocation under drought or competing demands is, in many jurisdictions, a permitting risk that outranks the technical ones.
