Beklenen ya da taahhüt edilen bir tutar ile fiilen gerçekleşen tutar arasındaki eksik farktır; gelir, nakit akışı, teminat değeri ya da borç servisi kapsamında ortaya çıkabilir. Proje finansmanında açık kavramı, borç servisi kapsama oranının (DSCR) eşik altına düşmesiyle somutlaşır; bu noktada devreye borç servisi rezerv hesabı (DSRA) girer, rezerv de yetmezse nakit süpürme (cash sweep) mekanizması temettü dağıtımını durdurup fazlayı borca yönlendirir. Açığın tekrar etmesi ise çoğu kredi sözleşmesinde temerrüt öncesi erken uyarı hükümlerini tetikler.
English Definition
The deficient gap between an expected or committed amount and the sum actually realized, whether in revenue, cash flow, collateral value or debt service. In project finance a shortfall crystallizes when the debt-service coverage ratio falls below its threshold; at that point the debt-service reserve account is drawn, and if the reserve is insufficient a cash-sweep mechanism halts distributions and diverts surplus to debt. A recurring shortfall then trips the early-warning covenants that most loan agreements place ahead of outright default.
