Bir ekonomik faaliyetin toplam maliyetini, üreticinin katlandığı özel maliyete ek olarak üçüncü taraflara yüklenen dışsal maliyetleri de kapsayacak biçimde ifade eder. Kirlilik, gürültü, sıkışıklık ve kaynak tükenmesi tipik kalemlerdir. Proje değerlemesinde önemi, özel maliyet ile sosyal maliyet arasındaki farkın çoğu zaman düzenleyici bir yükümlülüğe — emisyon bedeli, telafi fonu, yeniden yerleşim taahhüdü — dönüşerek nakit akışına geç ama sert biçimde girmesidir; bu nedenle deneyimli kredi veren, izin aşamasında içselleştirilmemiş bir sosyal maliyeti gelecekteki bir yükümlülük olarak fiyatlar.
English Definition
The total cost of an economic activity expressed to include not only the private cost borne by the producer but the external costs imposed on third parties — pollution, noise, congestion, resource depletion. Its significance in project appraisal is that the gap between private and social cost often crystallizes into a regulatory obligation — an emissions charge, a remediation fund, a resettlement commitment — entering cash flow late but hard. An experienced lender therefore prices a social cost left un-internalized at the permitting stage as a future liability rather than an abstraction.
