Yatırım harcamasından ayrımı çoğu zaman bulanıktır; bir eğitim tesisi hem sosyal harcama hem sermaye yatırımıdır. Egemen kredi analizinde bu kalemin önemi katılığında yatar: sosyal harcama siyaseten geri alınması en zor bütçe bileşenidir, dolayısıyla mali konsolidasyon senaryolarında kesinti kapasitesi düşük varsayılır ve bu, ülke borç sürdürülebilirliği modelinin gizli ama belirleyici bir kısıtı hâline gelir.
English Definition
Spending from the public budget on directly welfare-oriented items — health, education, social security, housing and income support. Its boundary with investment spending is often blurred, since an education facility is at once social expenditure and capital investment. In sovereign credit analysis the item's importance lies in its rigidity: social expenditure is the budget component hardest to reverse politically, so fiscal-consolidation scenarios assume a low capacity to cut it, and this becomes a hidden but decisive constraint on any country debt-sustainability model.
