English Definition
The stock of basic infrastructure that makes an economy's productive activity possible — transport, energy, water, telecommunications, education and health facilities. It produces no goods directly yet is a precondition of production, so its return is indirect, long-dated and largely social. Its defining financing feature is that the return is broadly diffused and cannot be fully captured through direct user charges; that disconnect explains why infrastructure is financed through a blend of public, development-bank and patient capital rather than commercial money alone, and why it is structured over long concession terms.
