Bir merkezi hükümetin kendi adına ya da garantisi altında üstlendiği borçların tümüdür. Kalkınma finansmanında devlet borcunun düzeyi tekil bir projenin fizibilitesini dahi etkiler; yüksek borç yükü altındaki bir ülkede kredi verenler devlet garantisine daha az güvenir ve projenin kendi nakit akışına dayanan (limited recourse) yapıları tercih eder. Yeniden yapılandırma riskinin fiyatlandığı asıl nokta ise borcun yerel hukuka mı yoksa yabancı hukuka mı tabi ihraç edildiği ve alacaklı sınıfları arasındaki öncelik sıralamasıdır.
English Definition
The total of obligations a central government assumes in its own name or under its guarantee. In development finance the level of sovereign debt affects even a single project's feasibility; in a heavily indebted country, lenders trust the sovereign guarantee less and prefer structures resting on the project's own cash flow on a limited-recourse basis. The point at which restructuring risk is really priced is whether the debt was issued under local or foreign law and where each creditor class sits in the priority ranking.
