English Definition
An independent evaluation in which a development institution examines the outcomes of a single project or group of programmes in depth, outside its routine monitoring framework. Such studies are typically launched to answer a specific question, whether the expected development impact actually materialised, or what lies behind a recurring pattern of failure. Their value in practice is that the findings feed back into the institution's future lending terms and sector strategy; a good special evaluation study exposes a structural weakness across the portfolio, not merely within one project.
