Proje finansmanında bu bölgeler cazip görünür; ancak deneyimli kredi verenin dikkat ettiği asıl mesele, sağlanan teşviklerin yasal kalıcılığı ve geri alınamazlığıdır. English Definition
A designated area where the customs, tax and regulatory regime is decoupled from the national framework and eased to attract investment. In project financing such zones look attractive, yet the issue an experienced lender attends to is the legal permanence of the incentives granted. The risk is that a tax holiday or customs exemption conferred by administrative decision can be withdrawn by the same kind of decision, often once the investment has become a sunk cost; the financing model is therefore built not on the incentive's continuity but on the scenario without it.
