Bir işin, ekipmanın ya da tesisin karşılaması gereken teknik nitelik, performans ve kalite ölçütlerini ayrıntılandıran belgedir; EPC sözleşmesinin, yüklenicinin edimini fiilen tanımlayan çekirdek ekidir. Çizim ve standartlarla birlikte, tamamlanmanın hangi eşikte kabul edileceğini ve performans testlerinin hangi kriterle geçileceğini belirler. Proje finansmanında kredi verenlerin bağımsız mühendisi, teknik şartname ile finansal modeldeki üretim varsayımı arasındaki tutarlılığı denetler; şartnamedeki muğlaklık, tamamlanma sonrası performans açığının ve buna bağlı LD taleplerinin en sık kaynağıdır.
English Definition
The document detailing the technical, performance and quality criteria that a work, equipment or facility must meet; the core schedule of an EPC contract that actually defines the contractor's scope. Together with drawings and standards, it sets the threshold at which completion is accepted and the criteria that performance tests must clear. In project finance the lenders' independent engineer checks the specifications against the output assumptions in the financial model; ambiguity in the specification is the most frequent source of post-completion performance shortfalls and the liquidated-damages claims that follow.
