Proje bağlamında yüksek personel devir hızı yalnızca işe alım ve eğitim maliyeti değil, kurumsal hafıza kaybı ve icra sürekliliğinin zayıflaması anlamına gelir; özellikle işletme ve bakım (O&M) aşamasında deneyimli personelin sık değişmesi, ekipman garanti koşullarına uyumun ve arıza müdahale süresinin sessizce bozulmasına yol açar. English Definition
The rate at which employees leave an institution over a given period and are replaced. In a project context, high staff turnover means not only recruitment and training cost but the loss of institutional memory and a weakening of execution continuity; during the operations and maintenance phase in particular, frequent departure of experienced personnel quietly degrades compliance with equipment warranty conditions and lengthens fault-response times. Lenders therefore monitor the staff stability of the O&M contractor and the retention of key personnel, sometimes tying it to contractual performance indicators that carry financial consequence.
