English Definition
Any party affected by a project's outcome or able to influence it — extending beyond the sponsor and lenders to the host community, the regulator, the offtaker, suppliers, and the workforce. In project finance the stakeholder concept sits at the centre of environmental and social risk management, and lenders require the early, systematic identification of relevant stakeholders and the establishment of grievance mechanisms as a condition of financing. Because local-community resistance or an absence of stakeholder consent can halt a technically sound project at the permitting and construction stage, stakeholder mapping is a risk item that is not legally but effectively binding on the outcome.
