Bir projenin ya da kuruluşun çevresel etkilerini planlama, izleme ve azaltma biçimini düzenleyen normlar bütünüdür; uluslararası uygulamada tanınmış çerçevelere ve kredi verenlerin çevresel ve sosyal performans standartlarına atıfla tanımlanır. Proje finansmanında bu standarda uyum yalnızca düzenleyici bir yükümlülük değil, doğrudan bir finansman koşuludur; uluslararası kredi verenlere erişmek isteyen bir proje, tanınmış çevresel performans standartlarını karşılamak zorundadır, aksi hâlde sendikasyon havuzu daralır. Nitekim standart uyumsuzluğu, kredi sözleşmesinde temerrüt olayı olarak tanımlandığı için, çevresel yönetim sisteminin işlerliği inşaat ve işletme boyunca sürekli izlenen bir covenant hâline gelir.
English Definition
The body of norms governing how a project or institution plans, monitors, and mitigates its environmental impacts, defined in international practice by reference to recognised frameworks and to lenders' environmental and social performance standards. In project finance, compliance with this standard is not merely a regulatory obligation but a direct condition of financing; a project seeking access to international lenders must meet recognised environmental performance standards, or the syndication pool narrows. Because non-compliance is typically defined as an event of default in the credit agreement, the functioning of the environmental management system becomes a covenant monitored continuously through construction and operation, not a one-time approval.
