Fiilen kullanılmayan ama gerektiğinde çekilmek üzere hazır tutulan finansman ya da taahhüt kapasitesidir. Standby düzenlemesinde kredi veren fonu tahsis eder fakat borçlu çekmediği sürece yalnızca taahhüt komisyonu (commitment fee) öder; bu yapı proje finansmanında maliyet aşımı rezervi ya da likidite tamponu olarak kurgulanır. Uygulamada standby hattın gerçek değeri çekildiğinde değil, çekilme ihtimalinin derecelendirme ve sponsor bilançosu üzerindeki etkisinde ortaya çıkar, zira kullanılmayan bir taahhüt bile karşı tarafın sermaye yükümlülüğünü meşgul eder.
English Definition
Financing or commitment capacity held ready to be drawn if needed but not actively used. Under a standby arrangement the lender allocates the funds yet the borrower pays only a commitment fee until it draws; in project finance the structure is deployed as a cost-overrun reserve or liquidity buffer. In practice the true value of a standby line surfaces not when it is drawn but in how the mere possibility of drawing affects ratings and the sponsor's balance sheet, since even an undrawn commitment ties up the counterparty's regulatory capital.
