English Definition
The federal body responsible for environmental regulation and oversight in the Russian Federation in the 1990s, whose full name was the State Committee for Environmental Protection (Goskomekologiya); its powers were later folded into the Ministry of Natural Resources. A state committee of this kind is the authority for environmental impact assessment approvals and emission permits. In project financings carried out in Russia the permitting regime of such an authority is a critical closing condition in the lenders' environmental and social due diligence; when institutional reshuffles blur permit continuity, jurisdiction risk feeds directly into the financing timetable.
