Mülkiyeti ve yönetimi kamuya ait olan, ticari bir faaliyeti devlet eliyle yürüten işletme ya da faaliyettir. Böyle bir yapıda kâr amacı çoğu zaman kamu politikası hedefleriyle iç içe geçer; fiyatlandırma, istihdam ve yatırım kararları saf ticari mantığın dışında sinyaller taşıyabilir. Proje finansmanında bir devlet işletmesinin karşı taraf olduğu yapılarda kredi verenler egemen (sovereign) risk ile işletme riskini ayrıştırmaya çalışır; asıl mesele, devletin örtük desteğinin sözleşmeyle yazılı bir garantiye mi dayandığı yoksa yalnızca teamüle mi bağlı olduğudur, zira ikincisi kriz anında hızla buharlaşabilir.
English Definition
A business or activity that is publicly owned and managed, conducting a commercial operation through the state. In such a structure the profit motive is often intertwined with public-policy objectives; pricing, employment and investment decisions can carry signals outside pure commercial logic. In project finance where a state operation is the counterparty, lenders seek to separate sovereign risk from operating risk; the real question is whether the state's implicit support rests on a written guarantee in the contract or merely on custom, since the latter can evaporate quickly in a crisis.
