Bu sektörün büyüklüğü ve karar mekanizması, altyapı yatırımlarında talebin, garantinin ve düzenleyici çerçevenin kaynağını belirler. Proje finansmanında kamu sektörü çoğu zaman aynı işlemde birden fazla şapka taşır — düzenleyici, off-taker, arazi sağlayıcısı ve kimi zaman sermayedar; bu rol çokluğu çıkar çatışması ve karar hızı bakımından ayrı bir risk üretir, zira aynı otoritenin farklı birimleri projeye zıt yönde baskı uygulayabilir.
English Definition
The whole of institutions, enterprises and activities in an economy that are owned and controlled by the state, positioned as the counterpart to the private sector. The size and decision-making of this sector determine the source of demand, guarantees and the regulatory frame in infrastructure investment. In project finance the state sector often wears several hats in the same transaction — regulator, off-taker, land provider and at times equity holder; this multiplicity of roles produces a distinct risk of conflict of interest and decision speed, since different units of the same authority can push the project in opposite directions.
