Bir kredi verenin ya da çok taraflı finansman kuruluşunun, proje kapsamında istihdam edilecek danışmanların seçimini, kapsamını ve ücretini resmen onayladığını belgeleyen yazıdır. Kalkınma finansmanında satın alma (procurement) kuralları, danışman seçiminin şeffaf ve uygunluk kriterlerine uygun yapılmasını şart koşar; bu onay, harcamanın kredi hesabından karşılanabilmesinin ön koşuludur. Proje finansmanında bu tür bir beyanın gecikmesi, teknik danışman ya da hukuk müşaviri atamasını kilitleyerek due diligence takvimini doğrudan geriye ittiği için, çekiş öncesi idari sürecin sıklıkla küçümsenen bir darboğazıdır.
English Definition
A document by which a lender or multilateral financing institution formally approves the selection, scope and fees of consultants to be engaged for a project. In development finance, procurement rules require consultant selection to be transparent and consistent with eligibility criteria; this approval is a precondition for the expenditure to be met from the loan account. In project finance a delay in such a statement locks the appointment of the technical adviser or legal counsel and pushes the due diligence timetable back directly, making it a frequently underestimated bottleneck in the pre-drawdown administrative process.
