English Definition
A statement documenting the deficiency between what was expected and what is actually present — a cash shortfall, an inventory shortage, a collateral shortfall — recorded together with its cause. It is an output of the internal-control and audit process and the starting point for assigning responsibility. In project finance a shortfall surfacing in a periodic revaluation of the collateral pool can narrow the borrowing base and thereby automatically reduce the available facility; the lag between the date a shortage is detected and the date it is reported is, in a lender's eyes, a direct measure of collateral-monitoring discipline.
