Ulusal Hesaplar Sistemi (System of National Accounts) çerçevesinde ekonomik verinin toplanıp sınıflandırıldığı temel gözlem birimidir; kurumsal birim, işletme ya da yerel faaliyet birimi olabilir ve seçilen tanım, üretim ile gelirin hangi sektöre atfedileceğini belirler. Birim tanımı teknik görünse de politika sonuçları taşır. English Definition
Within the System of National Accounts framework, the basic observation unit at which economic data is compiled and classified — it may be an institutional unit, an enterprise or a local kind-of-activity unit, and the chosen definition determines to which sector production and income are attributed. The definition of the unit looks technical but carries policy consequences. In public-private infrastructure, whether a project company is counted as a public-sector or private-sector unit decides whether its debt is consolidated into the state's general obligations; that classification is the axis on which the entire logic of off-balance-sheet financing turns.
