Etkililik ile verimlilik arasındaki ayrım burada belirleyicidir, zira doğru işi seçmek işi doğru yapmaktan önce gelir. Proje finansmanında bir sponsorun stratejisi en açık biçimde sermaye tahsis desenlerinde okunur; beyan ile fiilen finanse edilen arasındaki fark gerçek istikameti ele verir.
English Definition
The set of choices that determines where scarce resources are directed, and what is deliberately forgone, to reach a defined outcome under competition; its essence is not the list of things to do but the conscious selection of what will not be done. The distinction between effectiveness and efficiency is decisive here, since choosing the right work precedes doing the work right. In project finance a sponsor's strategy reads most plainly in its capital-allocation patterns, where the gap between the professed and the actually funded discloses the real heading.
