Bu varyant, statik bir tehdit envanteri yerine yön ve momentum barındıran eğilimlere odaklandığından, uzun ömürlü altyapı ve proje yatırımlarının değerlendirilmesinde daha uygundur. Zira on yıllara yayılan bir projede belirleyici olan çoğu kez bugünkü tehditlerin listesi değil, düzenleyici, teknolojik ve talep eğilimlerinin gidiş yönüdür.

A variant of the classic strengths-weaknesses-opportunities-threats analysis that casts the fourth dimension as trends rather than threats, a structured diagnostic comparing internal capacity with the external environment. Because this variant focuses on trends carrying direction and momentum instead of a static inventory of threats, it suits the appraisal of long-lived infrastructure and project investments. Over a project spanning decades, what proves decisive is often not today's list of threats but the trajectory of regulatory, technological, and demand trends.
