English Definition
A condition in which supply persistently and for structural reasons exceeds demand, beyond the cyclical periods of temporarily weak demand — usually the legacy of past over-investment, low exit costs, and sunk-cost plants that keep operating. By holding prices under prolonged pressure, it systematically erodes the margins of projects reliant on uncontracted sales. Lenders therefore limit merchant exposure when financing an asset developed in a sector of structural excess capacity, frequently treating the contracting of revenue under a long-term offtake as a precondition.
