English Definition
The act of putting forward a binding offer of price and terms within the prescribed procedure and deadline of a tender or auction. In renewable-capacity auctions the moment of bidding typically requires a bid bond, proof of grid-connection rights, and development-maturity documentation to be ready simultaneously, so the decision to submit tests a project's administrative readiness before it tests its price. An experienced developer balances price against maturity, knowing that an auction won on an aggressive bid but impossible to deliver ends in forfeiture of the bond.
