Bir yapının ya da tesisin inşasını, işveren veya kredi veren adına kalite, iş programı ve sözleşmeye uygunluk açısından gözeten ve onaylayan mühendistir. Proje finansmanında kredi verenin bağımsız nezaret mühendisi, her çekiş talebini fiili inşaat ilerlemesine karşı sertifikalandırır; sertifikalanan tamamlanma yüzdesi ile sponsorun talep ettiği çekiş tutarı arasındaki açık, tam da aşırı finansmanın yakalandığı yerdir. Bu nedenle nezaret mühendisinin kredi verene karşı taşıdığı bağımsızlık, EPC yüklenicisinin işe devam etme baskısıyla düzenli olarak gerilir.
English Definition
The engineer who oversees and certifies the construction of a facility on behalf of the owner or lender, in terms of quality, programme and contractual compliance. In project finance the lender's independent supervising engineer certifies each drawdown against actual construction progress; the gap between the engineer's certified percentage-complete and the sponsor's requested drawdown is precisely where over-financing is caught. The supervising engineer's independence from the borrower is consequently in constant tension with the EPC contractor's pressure to keep the works funded.
