Gözetim ve denetim işlevini fiilen kullanan kişi ya da otoritelerdir; bankacılıkta bu, kurumların mali sağlamlığını izleyen ihtiyati düzenleyicilerdir. Proje finansmanı açısından gözetmenlerin kimliği ve duruşu, kredi iştahını sessizce biçimlendirir; daha katı bir gözetmene tabi bankalar, bir konjonktür dönüşünde sermaye kısıtlandıkça uzun vadeli proje borcundan daha hızlı çekilir. Nitekim aynı projeye farklı yargı bölgelerinden bakan iki banka, kredi riskini benzer görse dahi, gözetmenlerinin dayattığı sermaye yüküne göre farklı vade ve fiyat teklif edebilir.
English Definition
The persons or authorities that actually exercise the supervisory function; in banking these are the prudential regulators monitoring the soundness of institutions. For project finance the identity and stance of the supervisors quietly shape credit appetite: banks under stricter supervisors withdraw from long-tenor project debt faster in a downturn as capital is rationed. Two banks viewing the same project from different jurisdictions may, even where they read the credit risk alike, offer different tenors and pricing according to the capital burden their supervisors impose.
