Bir kişinin ya da organın, başkalarının faaliyetlerini gözetme, yönlendirme ve bunların sonuçlarından hesap verme yükümlülüğüdür. Proje yönetişiminde EPC yüklenicisi üzerindeki gözetim sorumluluğunun kime ait olduğu, ticari işletmeye alma (COD) sonrasında ortaya çıkan bir inşaat kusurundan kimin sorumlu tutulacağını belirler. Nitekim işveren mühendisinin görev kapsamı özensiz kaleme alındığında, proje şirketi kendini yüklenicinin tekeffül süresi dolduktan sonra beliren bir kusurla baş başa bulabilir; bu yüzden gözetim sorumluluğunun hattı, tekeffül süreleriyle eşzamanlı müzakere edilir.
English Definition
The obligation of a person or body to oversee and direct the conduct of others and to answer for its consequences. In project governance, who holds supervisory responsibility over the EPC contractor determines who bears liability for a construction defect that surfaces after commercial operation. Where the owner's-engineer scope is carelessly drafted, the SPV can find itself holding a defect that emerges once the contractor's warranty has expired—which is why the line of supervisory responsibility is negotiated in step with warranty periods.
