Bir denetimde ya da kredi verenin maliyet denetiminde, sertifikalanmış proje maliyeti tam olarak bu destekleyici kayıtlarla ispatlanır. Geri ödemeli (reimbursable) bir EPC sözleşmesinin maliyet şişirmeye açıklığı, destekleyici kayıtları inceleme hakkıyla kontrol altında tutulur; nitekim zayıf yazılmış bir denetim hakları (audit rights) maddesi, tam da sızıntının gerçekleştiği yerdir. Bu yüzden kredi verenler bu hakkı yalnızca borçluya değil, alt yüklenici kayıtlarına kadar uzatmayı talep eder.
English Definition
The underlying records that substantiate accounting entries, financial reports and cost claims—ledgers, timesheets, delivery notes and contract files. In an audit or a lender's cost audit, the certified project cost is substantiated precisely by these supporting records. A reimbursable EPC contract's exposure to cost padding is controlled through the right to inspect supporting records, and a weakly drafted audit-rights clause is exactly where leakage occurs. Lenders therefore demand that this right extend not only to the borrower but down to subcontractor records.
