Bir temel fiyatın, ücretin ya da oranın üzerine eklenen ilave bedeldir; yakıt sürşarjı, sıkışıklık bedeli ya da düzenleyici ek yükümlülük gibi biçimlerde belirir. Proje maliyeti ve finansmanında sürşarj çoğu zaman bir covenant ihlaliyle tetiklenen kredi marjı artışı (margin ratchet) olarak karşımıza çıkar. DSCR bozulduğunda marja bir sürşarj ekleyen mekanizma ince bir risk transferidir; zira borç maliyetini tam da projenin en az kaldırabileceği anda yükseltir ve böylece aşağı yönlü bir sarmalı hızlandırabilir. Nitekim olgun bir müzakerede sponsor, bu tür bir sürşarjı bir iyileştirme süresi ve tavan oranla sınırlandırmaya çalışır.
English Definition
An additional charge levied on top of a base price, fee or rate—appearing as a fuel surcharge, a congestion charge or a regulatory add-on. In project cost and financing, a surcharge frequently takes the form of a margin ratchet triggered by a covenant breach. A mechanism that adds a surcharge to the margin when the DSCR deteriorates is a subtle risk transfer, since it raises the cost of debt exactly when the project can least afford it and can thereby accelerate a downward spiral. In a mature negotiation the sponsor accordingly seeks to cap such a surcharge and pair it with a cure period.
