English Definition
The written report that formally documents the findings, condition and opinion established through a survey. Its value comes less from its content than from its evidentiary standing: in disputes over indemnity, delay damages or acceptance, it is often the decisive proof. In project financing the independent engineer's progress reports underpin the completion certificate and the drawdowns tied to it, so the report's scope and its language of qualification are negotiated carefully for conditional wording that could delay a drawdown.
