Bir ekonominin ya da kuruluşun, kaynak tabanını tüketmeden ve dengesizlik yaratmadan uzun vadede koruyabileceği yatırım hacmidir. Kavramın inceliği, yüksek yatırımın her zaman iyi olmadığıdır: finansmanı dış borca ya da sürdürülemez cari açığa dayanan bir yatırım dalgası, kısa vadede büyüme üretse de orta vadede düzeltme baskısı biriktirir. Altyapı programlarının değerlendirilmesinde asıl soru yatırımın büyüklüğü değil, onu taşıyan gelir ve finansman yapısının bu düzeyi çevrim boyunca sürdürüp sürdüremeyeceğidir.
English Definition
The volume of investment an economy or entity can maintain over the long run without depleting its resource base or creating imbalance. The subtlety is that high investment is not always good: a wave of investment financed by external debt or an unsustainable current-account deficit may generate short-term growth yet accumulate pressure for correction over the medium term. In appraising infrastructure programmes the real question is not the size of the investment but whether the revenue and financing structure supporting it can sustain that level across the cycle.
