The Technical Assistance to the Commonwealth of Independent States (Tacis) was an EU programme providing grant-financed technical assistance to partner countries in Eastern Europe and Central Asia. It supported the transition to market economies and democratic societies by funding knowledge transfer, institutional reform, and infrastructure development projects.
