Sabit ya da mobil telekomünikasyon şebekesi işleten ve bu şebeke üzerinden ses ile veri hizmeti sunan işletmeyi niteleyen sektör kısaltmasıdır. Proje finansmanı açısından telekom altyapısı, yüksek başlangıç sermaye yoğunluğu ile uzun geri kazanım süresini bir arada taşıması bakımından enerji ve ulaştırma projeleriyle aynı sınıfa girer; ancak ayırt edici özelliği, gelirin uzun vadeli alım anlaşmalarından değil, davranışı hızla değişen abone tabanından doğması ve teknoloji kuşağının beklenenden önce eskimesidir. Bu nedenle telekom borç yapıları, altyapıdan çok teknoloji yenileme riskini fiyatlamak zorunda kalır.
English Definition
A sector shorthand for an operator that runs a fixed or mobile telecommunications network and provides voice and data services over it. In project finance telecom infrastructure sits in the same class as energy and transport, combining heavy upfront capital intensity with a long payback horizon; what distinguishes it is that revenue arises not from long-term offtake contracts but from a fast-shifting subscriber base, and that the technology generation can obsolesce sooner than expected. Telecom debt structures must therefore price technology-refresh risk more than infrastructure risk.
