İsteklinin teklifinin belirtilen süre boyunca geçerli kalacağının ve sözleşme ihale edilmesi halinde yürüteceğinin güvencesi olarak ihale makamına sunduğu mali teminattır. İhale güvencesi banka teminat mektubu, sigorta senedi veya nakit depozit biçiminde olabilir ve genellikle teklif tutarının belirli bir yüzdesi kadar değerlendirilir. Başarısız isteklilere iade edilir ve sözleşme imzasında kesin teminatla değiştirilir.
English Definition
A financial guarantee provided by a bidder to the procuring entity as assurance that the bid will remain valid for the specified period and that the bidder will execute the contract if awarded. Tender security may take the form of a bank guarantee, insurance bond, or cash deposit, typically valued at a percentage of the bid amount. It is returned to unsuccessful bidders and replaced by a performance guarantee upon contract signing.
