English Definition
The expenses incurred by a bidder in preparing and submitting a tender proposal, including costs of technical studies, document preparation, site visits, legal fees, and guarantee procurement. Tendering costs are generally borne by the bidder regardless of the outcome and are not reimbursed by the procuring entity. For contractors, tendering costs are a significant overhead that factors into bid pricing strategies.
