Proje finansmanı açısından bu sistemin önemi idari bir ayrıntı değil, doğrudan bir raporlama yükümlülüğüdür; zira kredi verenler çekiş takvimini, tamamlanma testlerini ve gecikme cezası tetiklerini bu ölçümlere bağladığından, program kaymasının erken ve doğrulanabilir biçimde tespit edilmesi borç servis rezervinin ne zaman devreye gireceğini belirler. English Definition
A project-control system that plans and records a project's activities against the work schedule and measures actual progress against the plan. Its importance in project finance is not an administrative detail but a reporting obligation in itself: because lenders tie the drawdown schedule, completion tests, and liquidated-damages triggers to these measurements, the early and verifiable detection of schedule slippage determines when the debt-service reserve is called upon. A well-built system also objectifies, on the evidence, which contractual party bears the cost of a delay.
