Proje finansmanı açısından lira, geliri yerel parada oluşan projelerde kur oynaklığının borç servis örtüsü üzerindeki etkisinin kanonik örneklerinden biridir; nitekim Türkiye'de elektrik alım anlaşmalarının ve pek çok altyapı tarifesinin dolar ya da avroya endekslenmesi, tam da yerel para gelirinin döviz cinsi borcu karşılayamama riskini sözleşmeyle bertaraf etme çabasının ürünüdür. Bu endeksleme kur riskini alıcıdan projeye devretmekle birlikte, bu kez tarifenin nihai tüketici için erişilebilirliğini ve dolayısıyla düzenleyici sürdürülebilirliğini bir risk kalemine dönüştürür.
English Definition
The official currency of Turkey, which underwent a redenomination in 2005 that struck six zeros from its face. In project finance the lira is one of the canonical illustrations of how exchange-rate volatility bears on the debt-service cover of projects earning local-currency revenue; the indexation of Turkish power-purchase agreements and many infrastructure tariffs to the dollar or euro is precisely an effort to contract away the risk that local-currency revenue cannot service foreign-currency debt. That indexation shifts currency risk from the offtaker to the project, but in turn converts the tariff's affordability for the end consumer — and thus its regulatory sustainability — into a risk item.
