English Definition
In development-finance usage this most often denotes the United States Trade and Development Agency, which funds feasibility studies, technical assistance and pilot projects that prepare emerging-market infrastructure for investment. Its grants sit at the earliest and riskiest point of the project cycle, where private capital is least willing to commit, and a well-run study can materially de-risk the path to financial close. Sponsors value this early support less for its dollar amount than for the bankable documentation and credibility it produces, which shortens the diligence a later lender must otherwise repeat.
